Sunday March 19th 2006 - Is the cap too strong to allow for storms to break?

Jimmy Deguara:
Shear is sufficient for storms to rotate and produce tornadoes given one condition: if the cap breaks. The target region is southwest Texas near Fort Stockton - consistent with where storms more often are anticipated at this time of the year.
