Low pressure systems

The ECL of the long weekend of last was the cause of gale force winds in the Hunter, stronger than those within a Catagory 1 tropical cyclone. It is forecast that the current low may generate similar winds, or possibly even stronger. As much as asking this question makes me feel ignorant, it got me to thinking, what is the difference between a tropical cyclone and lows such as the ones I described before, and therefore why can it not be classified as and have TC warnings put in place for it?
