Title: tornadogensis from high base and low based storms

Can violent tornadoes occur from high based supercells?  Is there any 'set criteria' as far as cloud base height that assists severe tornado development and are the majority of tornadoes borne from low based supercells?  At what height are they considered to be 'low based' and 'high based'?
